In the braille settings make sure show onscreen keyboard is onThen, press 
shift-dots1,4,6 to toggle the onscreen keyboard on and off. If you toggle it 
on, and leave it on the  onscreen will always show up. That can also happen 
with some standard bluetooth keyboards if they have a button for showing or 
hiding the onscreen board.

If you have any sort of Bluetooth keyboard paired to the phone this turns 
off/hides the onscreen keyboard.
