Yes, this is definitely a new Siri capability or maybe it requires iOS 16, but 
it also works on my iPhone 11 and it is nice that it is finally possible to 
actually restart the phone instead of having to completely turn it off and back 
on.
You can also power your device off completely by telling Siri "Turn off my 
phone" or "Power off my iPhone" etc.
Siri will also ask for confirmation "Just to confirm, you want to power off 
this device", if you say Yes it will shut down and of course if you change your 
mind you can say no and nothing happens.

I am a bit confused because at first I heard that these sounds and 
vibration would be available only on the pro and max but now it sounds as if 
the plain iPhone 14 has them too. Can someone please clarify?

on the Vision Australia Radio Talking Tech podcast for 27 September
2022 David Woodbridge said when talking about this feature "on both
your iPhone 14 and pro series phones". He said it is off by default.
So I hope someone with the iPhone 14 can check this.

I am a bit confused because at first I heard that these sounds and vibration 
would be available only on the pro and max but now it sounds as if the plain 
iPhone 14 has them too. Can someone please clarify?
