My friend just had this problem yesterday on his iPhone. Apple Accessibility
told him to go to settings and reset all settings. Once he did this voice over
came back and everything is good now.
Since you do not have voice over, you will have to get sighted assistance to
help you.

Well that's nasty! Do you hear any sounds at all like clicking as you move your
fingers around the screen?
Have you tried putting in headphones?
How about going to what you think is the home screen and use a reading gesture
and turning the volume up!

Check voiceover is on and volume fairly loud. With voiceover on, double tap the
screen with 3 fingers (this toggles speech on/off). Somehow it is easy to turn
speech off without realising.
