The same problem happens to me sometimes. I try to remember to wait until the
hint "Double-tap to start dictation" finishes speaking before I double-tap to
begin dictating.
You can probably solve the problem by turning off the hints in settings -
General - VoiceOver.

I don't use the dictate button. Two-finger double tap starts dictation, and
hitting it again stops it.
