If you don't want Voiceover to be heard on the recording you could use a 
headset. The voice memos app let's you pick if you want to record via the 
microphone that is built into the iPhone or whether you want to record using 
the headset microphone. If you make sure to select to record via the iPhone 
microphone but plug in a headset you wouldn't hear Voiceover as part of the 
recording.

I think it does also record voice over speaking, though, at least it does in 
iOS 8.  It doesn't bother me because the memos I record are for my personal 
use.  If I want to record something without VO interference I use Dropvox and 
upload the recording to Dropbox and then transfer it to my PC.


Generally, though, if you hold the phone still and do a three finger triple tap 
you can then do a double tap right after and activate a button without hearing 
Voice Over.  Voice over works even if the speech is muted.  All you need to do 
is be sure you haven't moved away from that button before you double tap it.  I 
do this all of the time when I play voice mail messages. 
It takes some practice, but it does work reliably once you've done it a few 
times.

I don't turn speech off when I record using voice memos. It is not necessary
unless I suppose you are expecting a call of something like that. It has
never happened that it interfered with recordings I've made whether they
were ten minutes long or a whole 45 minutes. 
You could test whether or not it would work if you went to the
record button and didn't do anything, then turned speech off then did a
single finger double tap to see if it would start recording. If someone
sighted whre there they could verify if that worked or not. If it worked
then I think the next single finger double tap would be the stop button.
At any rate, try recording without turning speech off.-

never happened that I got a call or some other alert when I was recording.
Typically I might record a 15  minute radio clip I want to share with
someone or a doctor's consult that might last 45 minutes.   
You could test whether or not it would work if you went to the
record button and didn't do anything, then turned speech off then did a
single finger double tap to see if it would start recording. If someone
sighted were there they could verify if that worked or not. If it worked
then I think the next single finger double tap would be the stop button.
After that you could turn speech back on. 
At any rate, try recording without turning speech off.-

Just FYI, here is what it says if you get into Help mode with a 4-finger triple 
tap and then do a 2-finger double tap:

2-finger double tap - start and stop the current action. For example:
Answers and hangs up a telephone call
Starts and stops playback of music and video
Starts and stops the stop watch
Starts and stops video recording
Takes a picture in camera
Starts and stops voice memo recording
Pauses and resumes voice mail message playback
Stops custom voice mail greeting recording

It should definitely start and stop voice memo recording, if it doesn't do that 
then this is a bug in iOS 9.1.
