First, you don't have to turn off Voiceover to scroll. You can either go to
the last visible item at the bottom of your
Screen and then swipe right with one finger. This will get you to
Accessibility. This is the swipe gesture or as some call it flick gesture

Okay, the thing at the bottom of my screen is international. A one-finger
left-right swipe eventually got me to accessibility. a three-finger up-flick
gesture just caused the whole screen to read with VO. And, the is put

Your three finger up swipe was interpreted as two fingers. Two of your fingers
were too close together.
Go to settings, general, accessibility, Voice-Over, practice area, and practice
