I cannot reproduce your problem in the native iOS Weather App.  

In iOS 9.3.2 on my iPhone 6 Plus, I am able to easily read all of the details 
including wind, humidity, pressure, visibility, etc.  

I can do this in one of two ways:

1.
Simply single-finger swipe from left to right, in order to have VoiceOver read 
the display line-by-line.  

2.
Perform a three-finger swipe up from bottom-to-top in order to change to the 
second page of the display said page containing the details area of the report.

Subject: voiceover not reading everything on the weather app

Hello: I am finding that on the native weather app voice over does not read the 
detail feature where humidity and other data is displayed. 
Without voice over my wife is able to slide the screen a little so that this 
feature appears. Voice over then reads it; but without her help I can't get 
voice over to read that area. If voice over cannot do this on the Apple native 
weather app it seems to me that Apple should take note of this if they haven't 
already done so.
