To use Live Listen, you have to add it to Control Center. Open Control Center
settings, and choose Customize Controls. Find a control called Insert Hearing,
and double-tap to add it to the items in Control Center. You can reorder these
items if you like.
Now to use Live Listen,

Go into settings then go to bluetooth and flick until you hear Debbie's
AirPods. You want to go to the button that says more info. double tap on that.
Here you can change the settings for the AirPods. I don't know where live
listen would be.
