I don’t think that can be done.
According to the apple support community.
You can find what they are saying about thishere.

 Hello Everyone,

Question: Can one send a live call from iPhone to the Mac via Continuity?

 As an F.Y.I.:
All aspects of Continuity are working between my iOS devices running 8.3 and
my Macs running the latest version of OSX.

Also, I can easily switch a previously Mac-answered incoming non-Apple
device call back to my primary iPhone by simply activating the Switch to
call button located at the top of the display, on the iPhone acting as the
 conveyance for the call.

 All Replies Welcomed.
