You do a single finger double tap on the dictation button, and a two finger
double tap to stop.
Editing takes a little practice, but you use the rotor to go by character,
word or line and then turn the rotor to the edit position and select the
text and choose the edit you want.

No problems with Siri on my SE. Have you tried restarting the phone? Sometimes
these little annoyances resolve themselves after a restart. Good luck!

The dictation feature that is available on the phone is much more accurate
than Siri, and you can take your time and also go back and edit things.
I have had horrible luck with Siri's dictation for me. Only use her for
very short text.

Using 13.1.3, Siri is slower, and especially really slower with dictated texts
to her. I never learned how to use Dictation that the phone offers, always have
used Siri.

Depending how long ago the upgrade was done, the phone may still be indexing
itself.
It can take a day or more to settle down.
A reboot and at least a reset of network settings might help.
Also, make sure Voice Control didn't get turned on if you are not using it.

It sounds like the volume on Siri got turned down. Try turning up the volume
after you activate Siri. Maybe that will help it hear you. I hope so.
If not, have you tried restarting and resetting your phone?
