A couple things.First, Go to settings, Privacy, and make sure that use your location is on. Siri clearly doesn't know where you are. If the Weather app is using your location, you don't have to specify the city.Now, to get rid of the unwanted cities and add yours, double tap on the locations

Yes, Dark Sky is very accessible, at least it was the last time I used
it last year. I do know the developer is aware of VoiceOver and has
made accessibility improvements in the past.
