Yes, Richard is correct, but the problem isn't that people are chatting or
talking about issues that are off topic. The problem is that people are
hijacking a thread without changing the subject line or starting a new thread.

I thought the subject line was clear enough without having to ramble on and on
about the irritating tendency of people to continually respond to a message and
write things completely unrelated to the original subject; rather than starting
a new message with control_n or Command+n or whatever
