the only place I was able to get to that mentions family sharing is if I hit on
the credit card information and the family members credit card information is
listed. Still see no option to have her purchases show when I go to the App
Store.

I can see my family members apps just fine, and I am running ios 12.4.1.
There is a toggle switch for this in settings, and I would recommend checking
to make sure yours is turned on.
