Maybe. On mine, there is a choice for that shortcut, with VoiceOver being one. The accessibility shortcut might not be set for voice over .. you can always ask Siri to turn on voice over .. hold down the side button (power) and ask Siri .. Hello, To get back to the home screen you need to slide one finger up from the bottom of the screen till you feel a vibration and then lift your finger. To get to the app switcher you do the same thing as the home gesture but you keep sliding up till you feel a second vibration.
