I have saved a link to a Safari page on my home screen. Pull up the page. Tap
on the Share button along the bottom of Safari and flick right until you hear
Save to Home Screen.

When you are in Safari on a webpage that you want to make a shortcut for on
your home screen, just go to the bottom and double tap on the share button. In
the pop up menu, just swipe to Add to Home Screen and double tap.
