Have you confirmed that Screen Recognition is not on?
Also, someone said there is a 16.7 that is working fine for them. I'm on 17 so
cannot help with that specific issue.

the page in between a couple of the favorite items I have on my
summary
Make sure that screen recognition didn't accidently get turned on for the
Health app.
