This seems like an isolated issue. I have tried to duplicate the issue on my
iPad Air2, iPod Touch, and my iPhone 6S+. I can’t seem to replicate this issue.

VO has to memorize the element automatically.
the best way to solve this is to report this issue to Apple.
all screen readers support this feature.
only VO does not support.

I have not had this issue and I am also running the developer beta version. I
have found that if you tap in the center of the screen after the page has
loaded it will put on the last link, or place you were on the previous page.

example:
