I have not had this problem, it is only in the App switcher when I have used 
it.  Otherwise it is not.  Using iPhone 6, IOS 9.01 or whatever the number is.  
Latest.

I have noticed this also.

Usually, if you open phone or settings and then go to app switcher, it is there.

Nothing to lose sleep over, but it is annoying.

it really is not doing any harm if Settings is in the app switcher and I

I have done the same thing, and no matter what I do to turn the phone 
completely off, it comes back once the phone has been restarted. I have to 
constantly go back into the app switcher and close settings.

I have just tested this in the appswitcher with ios 9.0 and a ipad3 and I 
can't confirm this bug. The appswitcher is just empty here after closing all 
apps.

I have noticed that since i upgraded my iPhone 6 to IOS 9, when I go into the 
app switcher, Settings is always active, even though I have not launched it. i 
close it, but the next time I use the phone and go into the app switcher to 
close whatever app I am using, Settings is there again. Is this normal, and if 
not, what can I do to stop this?

I have noticed this also.
Usually, if you open phone or settings and then go to app switcher, it is there.
Nothing to lose sleep over, but it is annoying.

Have you tried going into app switcher, placing focus on the settings item, and 
doing a three finger swipe up to close it?

Odd,

I have 6+, the maximum storage, and the settings has never been in my app
switcher unless I have used it for some reason.

I only find settings there if I have opened it from it’s place on my phone. 
When I take it out of app switcher, it is gone.

Never did the 3 finger swipe up.

I have always just moved to the app I wanted to close, do a 1 finger swipe
down and when it said close app name, double tapped it.

I guess different strokes for different folks.

I just never knew the 3 finger swipe gesture.

It is the same, just an alternative way for doing the same thing just like 
doing a double tap to activate a button or open an app and doing a split tap 
which does the same thing.

Allen,

 

I have done the same thing, and no matter what I do to turn the phone 
completely off, it comes back once the phone has been restarted. I have to 
constantly go back into the app switcher and close settings.
