Do you have any idea/s what the trigger to this type of behavior might be?

It sounds like you could have turned on the new, useless, screen recongnition
and/or describe images.
Or, you got braille screen input on.
I doubt it has to do with Voice Control; but who knows.
I'm not sure what the chirping sound is but it sounds like
I too had this problem and tried turning off image recognition and so on but
the only thing that worked was to reset all settings. A right royal pain but it
got rid of that dratted sound on my SE second generation!
