Just think of it, Control + Options is the Vo key and you press it for a lot of 
stuff, all you have to do is add Shift which if you are using Windows would be 
like Control+Alt+Shift and then press the left or right bracket with your other 
hand, just two arms required and even I with only 3 fingers on my hand could do 
that one.

Unless your keys are far apart, it is pretty easy for me to do with the VO keys 
in my left hand and the bracket with my right little finger.

Actually, yes.
I don't recall right now if it is a default keystroke, or if you have to define 
it under commands in VoiceOver settings.

If you dig through the commands in the VO settings, you should find Siri and if 
no keyboard command is defined, you can pick a command and add it assuming that 
key combination is not already being used.

Another option is to just invoke hey Siri. Then you can just call out her name 
when you want her.
