I needed 1.9G to download and install 7.1. If 7.1 is already downloaded, you probably need less space than that. You can check just by going into Settings - General - Software Updates. I think you're right. You or the phone must have downloaded 7.06 and just haven't installed it yet. So you would need to install that update then update to 7.1.
