Hi.
A 3 finger double tap turns off speech, but not Voiceover. Besides triple
clicking home, another way to do it is with Siri. Just activate Siri and say
"Turn Voiceover off." To turn it on, activate Siri and say "Turn Voiceover on."

If you are trying to turn off VoiceOver and the home button doesn't work then
ask Siri. And ask her to turn it back on.
