There’s one that I like called Say Hi. It’s got its Voiceover issues, but still workable. Earlier versions did play nicer with VO, but not the current release. hi, There is an app called I translate, I think there is no space between the eye and the word translate but I'm using dictation and there is no keyboard around at the moment. however, this is quite a powerful app and will do what you want. You can talk to somebody in your language, it will speak it back in their language, and then they can talk back to you when their language, and will speak it back to you and your language.
