Hi Richard,

Thanks for the reply. I actually figured it out, or rather google
figured it out for me. I had restrictions turned on which was
preventing me from changing the status in background app refresh. Once
I turned off restrictions all was working as it should.

On my 5s running iOS 10 it turns off just fine.
Have you taken all apps out of the app switcher and rebooted your phone with 
the home plus power buttons?
