It is very unclear what you are trying to do, so please clarify. I
don't understand what a virtual machine or Android has to do with anything.

Do I understand correctly, that application should run on the server, and
there is no way to run it on the client (I mean the application that
installed on on client)
We have virtual machine that can to run android somehow (emulation is very
slow)
