If you match up the columns, it says ASSIGNABLE No, Explanation Set aside for toll free, RESERVED No, Assigned No. NANPA's own announcement confirms 886 (and 889) was eliminated from toll free pool in 2001 and released back to unused inventory in 2003- https://www.nationalnanpa.com/pdf/PL_329.pdf I think you should read that letter. It wasn't in the toll-free pool. I haven't found much information on them but I believe they are special in Canada dial codes for certain services and would likely never complete if a call originated outside of the country.
