What about an electrostatic voltmeter?  Those have been around for decades and draw zero static current.  You didn't indicate how accurate your measurement needs to be. I am trying to recall the maker of the unit, I think ESI but not sure. They were somewhat popular in the 1950s as I  recall

You can buy rather cheaply an IC that delivers rather accurate voltages.  I have several of them switch selectable and check my voltmeters from time to time.  They differ slightly from one another but when you average them you can get pretty close. Not the best way, but it works for me and

You can do a similar thing by connecting the measuring leads 'outside' the current source leads or reversing the measuring leads.  It's not a valid measurement, just the same as putting a signal into one pair of leads without connecting the other.  The instrument isn't measuring resistance;
