He's parroting Bostrom here, that the only chance we're not in a simulation is that civilizations blow themselves up before they get to a point where they can simulate things. (Because if civilizations DID get to a point where they can simulate things, than odds are very good that we're in one of their simulations). Therefore, we better hope we're in a sim, otherwise we're one of those civilizations that's about to blow itself up.
