I reviewed the paper by Strilets.
1. I do not understand the author’s use of the term vapor in the paper. I do
not think the context is intended to denote an electron moving in a liquid—even
a small droplet with a limited number of atoms held together by weak electric
forces

I think you are correct about Li. I had the same idea in reading the item.
