Yes, there is a most interesting paper, and with a definite connection to LENR, 
but it is not what the proponents of “nuclear fusion” want to see or hear. ZPE 
proponents will be delighted, since it demonstrates gain from the zero point 
field.

 

In fact, the author repeats several times that the upshifted gain from KeV to 
MeV is NOT NUCLEAR. Quote: “We emphasize again that those processes, involving 
the MeV energy range, are not due to nuclear energy source but of the 
electron-photon origin.”

 

Plus, Ivlev (who appears to be a Russian PhD working in Mexico) states the gain 
essentially comes from ZPE (i.e. the vacuum). Quote: “Further development of 
X-ray lasers, which operate consuming vacuum energy, is promising. It would be 
amazing to accurately measure the energy balance. Nuclear transmutations are 
possible under the action of high-energy photons emitted from anomalous 
electron-photon states … but … We emphasize again that those processes, 
involving the MeV energy range, are not due to nuclear energy source - but of 
electron-photon origin.
