It has been the experience here in Texas that when the legislature is in
session, no man's life nor property is safe.
Over the past 30 years there has been an increase in " changes" to the
Texas constitution. Every time there is a change it seems that later the " hook"
in the bait
I've had this act, which may become law in a few months, pointed out to
me as a catastrophe in the making. I looked at the act, I read some of
the commentary on it, and I can't decide -- is it a disaster, is it the
camel getting his nose under the tent, or is it just irrelevant? Here's
