Just found this program to manage generating cross-platform (well, cross-Unix) packages. It takes its own package spec file and can generate native packages for a whole bunch of unix platforms, including deb and rpm.
http://www.easysw.com/epm/ It supports OS X (?) but ideally we want to distribute the entire app as a single app bundle. Windows, as usual, is its own case. I'm planning on using Windows Installer XML ("Wix") to generate Microsoft installer (.msi) packages.
