As described there, you need to add:
-DEXTERNAL_BOOST=OFF to the commandline of build.sh, e.g.

./build.sh ....-DEXTERNAL_BOOST=OFF .... tools csg

Alternatively, you could install boost and its dev package, see:
<http://code.google.com/p/votca/wiki/Dependencies>
