Are you trying to run specifically the same tests as ones that are in
jenkins ?
You can simply install all requirements
make install-deps
make install-ext-deps
make test
or
make test-debug
I would also suggest running it in 22.04 ubuntu docker image.

I also checked the following Jenkins job configuration:
