I delayed responding until I had more evidence.
Quitting SystemUIServer does work - for a while. Rebooting does work -
for a while, then the clock stops again.
Resetting the NVRAM/ PRAM does work - for a while. In other words, there
is still a problem.

You might be experiencing problems with SystemUIServer. If you look in
activity monitor and see that using a lot of CPU/RAM then just Quit Process.
After doing this you will see the clock and date immediately change to the
correct current time and date.
