when developing new OSX 'features' saying "what can we change the appearance of
to make the users think our new OSX has actually been updated when in fact were
just changing appearance for appearance change sake"?

It has gone away from the place you have described.
Flag now appears in the top right in the email header field. Under the date and
time.
