            INFORMATION SERVICE USING PHONE.COM'S UP.LINK SERVER

     Using mobileGet Handsets equipped with UP.Browser, Subscribers can
                       browse Horseracing Information

   TOKYO, Japan (April 5, 2000) ¾ Phone.com, Inc. (Nasdaq:PHCM), a
   leading provider of mobile Internet software, applications and
   services, today announced that Mobile Information Dynamics (MID) has
   commercially launched its data communications services provided
   through the Japanese nationwide Personal Digital Cellular (PDC) system
   and Personal Handyphone System (PHS) network using the Phone.com(TM)
   UP.Link(TM) Server beginning April 1, 2000.

   The new service allows Mobile Keiba Information Club (M KIC)
   subscribers to browse through horseracing-related information using
   the NTT DoCoMo's "mobileGet" handset, which is WAP-enabled and
   equipped with Phone.com's UP.Browser(TM) microbrowser. Members of the
   Mobile Keiba Information Club (M KIC) will be the first to take
   advantage of MID's new service.

   WAP is an open, global specification that empowers mobile users with
   wireless devices to easily access and interact with information and
   services. Phone.com was a founding member of the WAP Forum, the
   industry association comprising of over 300 member companies. The
   forum has developed the de-facto world standard for wireless
   information and telephony services on digital mobile phones.
