Log:
Remove the number of vars from the Action packet, it can be deduced from the
packet size, thus shaving 4 bytes.
Further improvements: packet size on 16bits (always a multiple of 4, but
requires changing code reading/writing size of the packet), action type on
16bits. The packet must still have a size multiple of 4.
