There is a "download all translations" link (or similar). Click it, and you'll receive a download-link via email, approx 5-10 minutes later. You'll extract that package somewhere and copy over the files in it into the Warzone 2100 directory. You have to look at the diffs though and take care to update the list of copyright owners at the start of the file. Afterwards merge back any changes you made into Launchpad. (I know it's a hassle, but this seems to be the only source for translations atm...)
