I have talked to devurandom and he explained things like that:
Ideally the aim is to get rid of mp.wz completely so the files from base.wz
don't have to be replaced/overwritten by those in mp.wz. Therefore, anything
that does not need to replace/overwrite the stuff in base.wz for MP is placed in
base.wz contains all the MP maps, although we have an mp.wz. Why aren't the maps
in the mp.wz?

I think it was devurandom who wanted as much MP stuff in base.wz as
possible, leaving mp.wz with only things that could not fit
