Details:

The function drawWeaponReloadBar in display3d.c assumes that a heavily
damaged droid will have two times longer reload time. However, the function
combFire in combat.c only makes fire pause twice as long when the droid is
damaged, not the reload time. 

This results in rocket weapons shooting at the same speed even when damaged.

The attached patch fixes this, but depends on the  010-reload-upgrade.patch
posted in bug #8687.
