It looks like popt is being hosted on the rpm5.org domain (which can be
connected to at the moment) so I've come up with a patch that changes the
popts
download location from the rpm.net.in domain to
http://rpm5.org/files/popt/popt-1.10.4.tar.gz . The patch is here:

Committed in r5673 and backported to 2.1 in r5674.
