#3943: AI unable to produce units

 Afair I selected NullBot as AI in the attached saved game. It has a
 minimal set of buildings that is necessary to expand (one power generator,
 one oil derrick and a factory). However, it fails doing so. I do not know
 how it managed to get into this state, but the log is filled with
