Maybe try using AutoIT's WinSetOnTop function directly? Like this:
require 'win32ole'
AutoIt = WIN32OLE.new(AutoItX3.Control)
AutoIt.WinSetOnTop([REGEXPTITLE:#...@ie.get_title}], , 1)

regsvr C:\ruby\lib\ruby\gems\1.8\gems\watir-1.6.2\lib\watir
