The script wasn't running because of a proxy issue.
I tried installing gemcutter behind proxy first using the below
command
gem install gemcutter -v 0.2.1 -p http://myproxyname:portno.
I then ran the script.
It worked fine :)

ruby -v returns
ruby 1.8.6 (2007-09-24 patchlevel 111) [i386-mswin32]
gem -v returns
1.3.6
