If you recall in the episode Deputy Otis, Barney swears him in and part of that swearing in stated "the city of Mayberry, County of Mayberry" I do agree though how it has always stumped me how Mayor Stoner had any authority of the County Sheriff. I don't really think he did and Andy knew that. That's why Andy just listened to what he had to say then did things his own way. Kinda going along to get along.
