Sheriff Taylor is the Sheriff if Mayberry and the Sheriff's is always in the County seat and the Court House and Jail is his office. Yes I agree that the Sheriff normally does not answer to the Mayor. They do not have a Police Dept because it is a small, small town, not a big city. Mt. Pilot was always referenced as being bigger than Mayberry but Andy said Mt. Pilot had its own Sheriff. In real life Mt Pilot is also in Surry County. Go figure. Thats Hollywood. It is a great show with good moral values, and commera ? they all got along real good.. The key is that the show is based on charactors Andy grew up with, the rest is purely Ficticious. It does not have to make good sense to be intertaining. Example: The I Love Lucy Show, Gillagons Island, Hogan's Heroes, My Mother the Car, Mr Ed. etc.
