I have an old tape from circa 1990 of TAGS cast in a special with Jack Dodson actually saying that the actor who played Schwamp was so nervous, he couldn't memorize lines thus that's why he had no dialogue when we see him. Your right Tom Jack also mentions this in his interview in the book "The Andy Griffith Show Scrapbook" It was during the filming of the lodge episode that they had given him a line to say and he just could not do it so it was dropped.
