The episode you are referring to is called "Andy Saves Barney's Morale." I don't remember word for word how the line went, but it was spoken by this white haired old man. Barney had arrested him for disturbing the peace (for throwing a checkerboard) and when he came back with the rest of the town to put himself back in jail, that's when he said "I can disturb the peace with the best of them."
