Sounds to me like you need to make changes in the registry.

IE gets its dropdown list from the file association list in Windows. If you
are running Windows XP or Windows 2000 open my Computer and from the Tools
menu select Folder Options, third tab is File Types, under Registered File
Types scroll down until you get to htm or html and click the Advanced
